MORE Act

The Marijuana Opportunity Reinvestment and Expungement (MORE) Act is proposed federal legislation that would deschedule cannabis from the CSA, expunge federal cannabis convictions, authorize resentencing for current federal inmates, impose a federal excise tax (starting at 5% and rising to 8%), and fund social-equity and community-reinvestment programs through the Cannabis Justice Office and Opportunity Trust Fund. The House passed the MORE Act twice (228–164 on Dec. 4, 2020, and 220–204 on April 1, 2022), but the Senate took no action either time. In the 119th Congress, Rep. Jerrold Nadler (D-NY) reintroduced the bill as H.R. 5068 on August 29, 2025, co-sponsored by Reps. Dina Titus (D-NV), Ilhan Omar (D-MN), and Nydia Velázquez (D-NY). As of April 2026, H.R. 5068 has been referred to multiple House committees with no markup scheduled; passage in the GOP-controlled 119th Congress is unlikely.
