Consumption lounge

A consumption lounge is a jurisdiction-specific licensed venue where adults 21+ may legally consume cannabis on-site, distinct from retail-only dispensaries and requiring a dedicated license, endorsement, or permit. Nevada's AB 341 (2021) created two categories — Retail Cannabis Consumption Lounges (RCCL) attached to existing dispensaries and Independent Cannabis Consumption Lounges (ICCL) — capped at 65 licenses, with a November 2022 lottery issuing 40 (half reserved for social equity); first lounges opened in 2023. New Jersey's CREAMM Act established cannabis consumption area endorsements to Class 5 retail licenses; applications opened January 2, 2025, and the CRC approved the first four endorsements on July 15, 2025, with lounges opening in Atlantic City, Merchantville, and Newark. New Mexico licensed approximately 20 lounges. California's AB 1775 (effective January 1, 2025) permits non-cannabis hot food, non-alcoholic beverages, and ticketed live performances at licensed retailers and microbusinesses. Other jurisdictions include Colorado, Alaska, Michigan, Illinois, and New York (regulations still rolling out).
