Processor
Processor is a state-specific license term used in Washington, Oregon, Oklahoma, New York, and other jurisdictions for the entity that converts raw cannabis flower into concentrates, extracts, edibles, and other products — roughly synonymous with "manufacturer" in California-style frameworks. In Washington (WSLCB), the Processor License is separate from Producer (cultivator) and Retailer. Oregon (OLCC) requires endorsements for each product type; edibles endorsements require an Oregon Department of Agriculture commercial kitchen license. Oklahoma OMMA processors may only transact with other licensed growers, processors, and dispensaries. New York OCM processors may hold a distributor license only to distribute their own products and are barred from retail ownership. NY also offers a Type 3 "brand" processor for white-label arrangements. ⚠️ Warning: "Processor" is genuinely ambiguous — California uses "Processor" as a cultivation sub-license (post-harvest trim, cure, and package only), not a manufacturing category.
